Organizational Structure


CUMTA is an independent decision-making body, with representatives from relevant agencies & departments (i.e., CMDA, CMRL, MTC, Southern Railway etc.) responsible for various components of Chennai’s urban transport system and team of experts in the relevant field.

Members from beneficiary groups such as citizen forums, civil societies, grassroots organisations etc. will also be invited, as they are important stakeholders in the functioning and usage of the city’s urban transport systems.

The diverse representation of stakeholders in the CUMTA ensures that all relevant members are involved in making decisions regarding planning, coordination, oversight, and management of all transport-related matters.

Functions of Subcommitee

  • 1)Oversee and review preparation of relevant studies on Road Safety viz. Chennai Road Safety Action plan.
  • 2)Oversee progress and compliance of road safety projects/program, NMT programs, identified under the Comprehensive Mobility Plan (CMP) and other relevant studies. 
  • 3)Foster interagency consensus on Road Safety from planning to implementation of projects and facilitate resolution of issues and challenges.
  • 4)Provide guidance in road safety matters of CMA.
  • 5)Provide inputs for State Road safety policy.
  • 6)Review, promote and maintain safety guidelines and compliance requirements for road safety programs.
  • 7)Recommend targets and oversee progress of results for reducing the number of fatalities in CMA.
  • 8)Advise on short, medium and long-term safety investments and their allocation toward achieving city safety targets.
  • 9)Provide inputs to ULBs and line agencies operating within CMA regarding road user safety & improvement measures. 
  • 10)Establish, mandate, and resource a dedicated group of road safety professionals to lead CMA’s road safety efforts.

  • 1)Review preparation of disaster risk assessment studies of urban transport infrastructure and services in the CMA.
  • 2)Monitor progress and compliance of project or program on Urban Mobility Resilience identified under CMP and other relevant studies.
  • 3)Ensure establishment of a medium of communication between participating departments and citizens for calamity situations.
  • 4)Provide inputs on planning alternate mobility arrangement during calamities and facilitate its coordination.
  • 5)Ensure urban mobility resilience repository is maintained under CUMTA.
  • 6)Plan for integration of resilience consideration in operation and maintenance of mobility infrastructure and services.
  • 7)Develop interagency coordination arrangements w.r.t resilience covering – Emergency Management, Contingency Management, Recovery management.
  • 8)Develop resilience standards.

  • 1)Identify multi modal integration projects within CUMTA jurisdiction
  • 2)Ensure physical, fare, and service integration in transport systems.
  • 3)Foster interagency consensus on Multi-modal integration projects (incl. NMT, MAAS) from planning, to prioritizing interventions to overseeing implementation of projects and facilitate resolution of issues and challenges.
  • 4)Monitor delivery of critical projects like fare integration through common ticketing digital payment system.
  • 5)Review plan preparation for service integration of agencies including streamlining headways, frequency, timings, fare integration, service quality, payment, coordination with IPT. 
  • 6)Propose a plan for centralized traffic system to manage traffic. 
  • 7)Review of DPRs and oversee phase wise implementation with respect to multi modal integration. 
  • 8)Introduce new pilot project like Mobility as a Service (MAAS).
